8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS

Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

9. APPROVAL OF CONTRACT FOR LAUREL CIVIC ASSOCIATION, INC.

Description
Approval of the contract between the Sarasota County School Board and Laurel Civic Association, Inc. for student transportation services for the 2009-2010 school year.

10. APPROVAL OF THE CONTRACTED SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE CENTER FOR TECHNOLOGY AND EDUCATION, FLORIDA

11. AGREEMENT FOR THERAPY SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND INVO HEALTHCARE ASSOCIATES, INC.

Description
The school district has contracted for occupational therapy, physical therapy and speech therapy services when there is a shortage of staff available for direct hire.  Funding is via FTE generation.

Recommendation
That the agreement for therapy services between the School Board of Sarasota County and Invo Healthcare Associates, Inc., in the amount of $105,000.00, be approved as presented.

20. TEXCELLENCE PROGRAM SUPPORT

Description
This contract is for the continuation of project management duties with the District Technology Program, "Texcellence".  The program is funded through a partnership with The Education Foundation.  Its purpose is to equip high needs students with a home computer.  The program also includes training and education software for both parents and students.  The program is coordinated and supervised by the Office of Information Technology.

Recommendation
It is recommended that the contract for Alina Klein, Project Manager, for $47,250.00 be approved by the Board.

21. APPROVAL OF CONTRACT BETWEEN INDEPENDENT CONTRACTOR CAROLYN MAJOR-HARPER AND THE SCHOOL BOARD OF SARASOTA COUNTY

Description

Title I Parent Involvement Facilitator:  to maintain SBSC District NCLB Compliance (Public law 107-110) for school year 2009-10.

Recommendation
That the School Board of Sarasota County approve the contract as presented.

FIELD TRIPS

22. APPROVAL OF THE VENICE HIGH SCHOOL VARSITY CHEER TEAM FIELD TRIP TO CHESAPEAKE, VIRGINIA, ON AUGUST 27, 2009 THROUGH AUGUST 29, 2009

Description
Students will be supporting their fellow team members as well as visiting another high school in a different state. This trip gives the students the opportunity to interact with another team and showcase themselves, Venice High School, and Sarasota County at a national level.

Recommendation
That the Venice High School Varsity Cheer Team field trip to Chesapeake, Virginia on August 27, 2009 through August 29, 2009, be approved.

MATERIALS MANAGEMENT

23. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED

Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of inoperative equipment and furniture, as property to be deleted, be approved.

Description

The Construction Services Change Order(s) have been summarized on the enclosure for ease of review.  These change order(s) collectively total a reduction of $172,089.98 in contract amounts.

25. APPROVAL TO USE 2009-2010 PUBLIC FUNDS FOR OUT-OF-STATE TRAVEL, CELLULAR PHONES, CELLULAR PHONE SERVICE, PERSONAL DIGITAL ASSISTANTS, OR ANY OTHER MOBILE COMMUNICATION DEVICE OR SERVICE

Description

During the 2009 legislative session, the Legislature added subsection (4) to section 1011.09, Florida Statutes, which (for the 2009-2010 fiscal year) prohibits the use of public funds for out-of-state travel, cellular phones, cellular phone service, personal digital assistants, or any other mobile wireless communication device or service including text messaging whether through purchasing, leasing, contracting, or any other method, unless specifically approved by the District School Board.

This action item requests specific approval for the use of public funds for these expenditures.  The reason for the request is that these expenditures are necessary to efficiently perform the operations of Sarasota County Public Schools.

Certain School Board employees are required to carry a cell phone or direct connect radio or other communication device to help ensure that necessary communications will take place between staff members in the following situations:

1.  During emergencies;

2.  Where the employee is off-site, out of state, and/or conventional phones are not readily available or are impractical;

3.  When the employee needs to be readily and consistently accessible both on and off duty.

Should an employee elect to use cell phone and/or PDA services for personal use, it is provided as a taxable benefit to the employee and included in their income.

Recommendation
That the School Board of Sarasota County specifically approve the expenditure of District funds for out-of-state travel, cellular phones, cellular phone service, personal digital assistants, or any other mobile wireless communication device or service including text messaging whether through purchasing, leasing, or contracting.
